Very briefly. I understand "cafe racer" was a term coined in the late 50s or early 60s to describe a standard production motor bike that had been modified to resemble a professional racing bike. It also described the riders of these modified bikes, who would race each other often from one cafe to the next. Check out caferacertv.com for more background
