Yeah, VG played and sang on Neck and Neck and On Every Street... MK asked him to play in the OES touring band, but he decided to pursue his solo career. Seems like a good move!
It's mentioned in quite a few interviews.

My memory must be dead. I can't remember at all. He'd have been great in the OES tour. But the band was great anyway. And Vince's voice does deserve its own stage.

Vince Gill was asked to joing Dire Straits. Yes. It was in 1990.

Vince Gill also sang backing vocals on "Are We in Trouble Now" on the Golden Heart album. Here's a quote I dug out of my archives,
"......you'd expect to have a proper singer on it, and that was the problem, it was very hard for me to sing it, but because Vince is on the backing vocals it makes me sound almost halfway, almost there, but it's Vince that's making it sound better"

Vince was also on the STP session. He is not credited for a particular track but in the "thanks" section. I do remember that once Mark did mention that Vince helped a lot on the vocal of Silvertown Blues [title that I regularly mispell "Siverstone Blues" ;D ]

Both Vince Gill and Jeff Porcaro were asked to join DS for the OES tour, but both refused and Phil Palmer and Chris Whitten went on tour with DS instead.
The bad thing was that Jeff Porcaro died while DS were on tour :(
