To be honest I never really understood these lyrics... I get the idea that there is a double meaning in the words and that it is the tattoo itself "True Love Will Never Fade"... but there comes a girl into his tattoo studio and he makes her a picture on the spine and then already falls in love with her? Dreams about walking hand in hand only because of having her one or two hours in his store? Sorry to sound stupid .. 
So a love story began with that tattoo session, but now she's gone? Only think that does not fade, ironically, is that tattoo?
 
Sometimes it is really hard to get the know about his lyrics.. should I have read that book to know what's going on? I realize now she's gone and he is sad and all is blue.. but hey... the love/taattoo/now she's gone relation is very very constructed isn't it?

I think it is not good songwriting when you need to read a book first to understand the lyrics fully. Some on this album are very cryptic to me. (See

I really didn't care much for this song at first, but now I find it really beautiful.  I have interpreted this a little differently: 

Although they met when she walked into his shop (life), they must have had a meaningful relationship -- perhaps even started a life together: "When I think about us, I see the picture that we made". 

He fell in love, but it did not work out -- and therefore he doubts if there really is such a thing as a happy ending, because even though he really loves her -- they are not together.  ("I wonder if there’s no forever – no walking hand in hand, down a yellow brick road, to never-never land".)

He is stuck in the same place, doing the same thing.  Things are less exciting; his clientele has changed, mostly "rowdies and day-trippers", and he is dealing with the realities of life, such as people/agencies wanting to shut down his store -- and reminiscing about this "true love"; he still loves her, his feelings don't "fade", just like his tattoos are permanent. 

...I find the line "I don’t know what brought you to me, that was up to you" rather interesting.  It sounds like it wasn't just her walking into the store, perhaps she sought him out.
