Are there definitely people trying to download the torrent? If there are no other leechers, there will be no upload speed.

Are your ports unblocked? At the bottom of the screen on utorrent there should be a green "tick". If it shows an exclamation mark or something else your torrents may be blocked, meaning people can't connect to you. It's complicated to fix but there's lots of info on the web.

Could it also have something to do with your bandwidth?   In my case, my utorrent will make downloading a priority over uploading.   My dsl is more like dial up speed, and I get this problem sometimes.   Call your internet provider and ask them to help you check your bandwidth.
