Its not lap steel but pedal steel. The lap steel is something you play on your lap, what Richard is playing is what Paul Franklin plays, with three pedals and at least two things that are moved with the knees.

It's a very complex instrument.

Yes Jbaent, I wrote quickly, but of course, I know the difference between a lap steel and a pedal steel... ;)

Usuals pedal steels have pedals to change the strings tuning while playing, (a little bit like a whammy bar). These pedals are activated by feets
 and you have also a volume pedal to create that typic mellow sound.
And indeed I heard that PF's pedal steel is customized, but I don't know exactly what are the "things that are moved with the knees" ?


BTW, PF is credited "lap steel" on do america, I don't know if it is a writing error, or if he actually plays lap steel on this tune rather pedal steel as ussual, my guess is the later.

And his father created the pedabro, which is a pedal steel with a dobro neck

I don't think so. he played lap steel for hawaian lulaby (e.g. in Galway, if memory serves)
