Maybe a good clue about the lyrics of OUATITW is in the song that opened the shows of the On Location tour 80/81, I was thinking about that, that theme is not by chance, since the first song is OUATITW.

My take is Mark forsees the decline of the west. Even back then. He is a smart ass, remember.

My understanding as well. Except he doesn't forsee the decline, but rather he describes it as it is happening all around him.
